GLRC Recommendation
Revise and reauthorize the Great Lakes Legacy Act, which will expire in 2007. Provide funding over the next five years for the Great Lakes Legacy Act to remediate contaminated sediment sites in the AOCs. This Act should enhance and accelerate the pace of the sedimentation remediation in the AOCs; Amend the Act for more efficient implementation of the program. The US EPA should clarify and reiterate that potentially responsible parties (PRPs) can participate as the non-federal sponsor. PRPs are neither excluded from eligibility to serve as a nonfederal sponsors nor absolved from their liability for remediation.

Background
Great Lakes Legacy Act Authorizes funding for projects that will remediate contaminated sediments in the Great Lakes. Funds are targeted towards Areas of Concern, which are specified areas in the United States and Canada where contaminated sediments are prevalent. Further, it authorizes funding for research and education on contaminated sediment problems in the Great Lakes. The Legacy Act was reauthorized in 2008.
